The United States Patent & Trademark Office has made available the new version (8th edition, 3rd revision) of the Manual of Patent Examining Procedure (MPEP) online in PDF.
It's also a good time to write your Congressman, as the House is proposing the biggest changes to patent law since 1952. Here is a brief description and some more links.
